The high-level answer is 'No' as under under both NEC3 and NEC4, these costs are incurred, as you say, outside the Working Areas.
Further under NEC3, there is a reasonable argument for saying that the costs of "computing" are within the percentage for Working Area overheads.
However, under NEC4, this has disappeared so some IT costs INSIDE the Working Areas would be allowed. I don't have the 4th edition with me, but from memory, broadband costs (or a similar term) are mentioned specifically in Charges as being paid for directly and IT equipment would count as, well, Equipment (with a capital 'E').
