Depends on the reason for a compensation event, but certainly if this is for a change to the Works Information then yes they should - and more importantly why are you the Contractor doing anything other than what the Works Information states unless you have a written instruction to do so?

If you are notifying a compensation event for unforeseen ground conditions or lack of access, then you would notify and they would respond with agreement and a request for you to provide a quotation. This would NOT require an instruction.

If you are notifying a compensation event for something you have verbally been told to do as an extra or a change, then you should not be following it until they have confirmed. You have no reason under 60.1 as you have not yet been told in accordance with the contract (13.1) to do it.
