I am currently the Employer under an NEC3 ECC Option C Contract. The Contractor is required to provide me with a qualified workforce, however, I am in receipt of costs associated with basic training which I would expect a qualified worker to come equip with i.e. the contractor has brought in a team of scaffolders but a number of them have training which is out of date and I am being charged for the renewal, additionally, the Contractor has a number of corporate training requirements (outside of my control) which I am also being charged for. In my view, I would only pay for training costs which were specific to my project environment and could not be transferred or of value outside of my project.
